Medical Service

Health bureaus of cities with districts, Social Service Bureau of Yangling Model District, provincial hospitals, affiliated hospitalsof Xi'an Jiaotong University (the First and the Second Affiliated Hospital, andthe Stomatology Hospital), and Xi'an Children's Hospital,

In order to provide appropriate medical service forforeign investors in Shaanxi Province as well as their offspring, and tofurther improve the investment environment and promote the development ofeconomy and social service in Shaanxi Province, requirements are issued asfollows:

I. All levels of administrative divisions of healthand medial institutions must place great emphasis on the medical service forforeigners in Shaanxi Province as well as their offspring. This work must begiven priority on the agenda, and be assigned to designated persons.

II. Administrative divisions of health at bothprovincial and municipal level must designate some medical institutions toprovide medical service for foreigners as well as their offspring. Provincialhospitals designated by Shaanxi Provincial Department of Health are: People'sHospital of Shaanxi Province, the First and the Second Affiliated Hospital ofXi'an Jiaotong University, Xi'an Children's Hospital, and the StomatologyHospital of Xi'an Jiaotong University; and health bureaus of cities withdistricts must designate one or two well-equipped medical institutions toprovide daily medical service for foreigners in the areas under theirjurisdiction.

III. All designated medical institutions shall setup certain agencies, designate specific persons that serve foreigners andestablish relevant administrative regulations and functions. Hospitals, ifconditions permit, may set up special wards or areas for foreigners, and assignthe job to medical staffs with better foreign language skills and experience inforeign affairs.

IV. A coordination system and an expresscommunication channel shall be established between the designated provincialmedical institutions and those in cities with districts, so that medicalconsultation or hospital transfer can be arranged in time for patients withsevere diseases or complicated diseases.

V. Health bureaus of cities with districts shallsubmit the name list of the designated hospitals, executive directors of thehospitals and the specific medical staffs together with their contactinformation to the Division of Medical Affairs of Shaanxi Provincial Departmentof Health no later than July 20. A copy of that list shall also be sent torelevant government departments of personnel, public security, and commerce atthe same level. The designated provincial hospitals shall submit the name listof their executive directors and the specific medical staffs together withtheir contact information directly to the Division of Medical Affairs ofShaanxi Provincial Department of Health.

Profile of Designated Hospitals

People's Hospital of Shannxi Province

People's Hospital of Shannxi Province is a large Level-3Grade-A hospital established by Shaanxi People's Government. It is also thethird affiliated hospital of the Medical School of Xi'an Jiaotong University,the Shaanxi Institute of Clinical Medicine and the National Clinical Drug TrialInstitution. The hospital is equipped with such functions as medical andsurgical care, education, scientific research, preventive health care, andrehabilitation.

Founded by the famous general Yang Hu-cheng in 1931, thehospital is located at No.256 Youyi West Road in the city of Xi'an, China. Itcovers a land area of 106,000 square meters and has a floor area of 219,000square meters. There are 61 clinical and medical detection departments, 7research units, and 1,100 beds. The hospital has 1,735 well-trained staffmembers, 82% of whom are trained medical staffs, including more than 524 seniortechnicians, 264 masters and doctors. Moreover, 124 staff members have beenchosen as leading members in the municipal, provincial and national medical associations,and 55 are national and provincial outstanding experts as well as expertsenjoying special allowance from the State Council.

The hospital has 1,152 sets of advanced medicalequipments, including 1.5T Dual Gradient MR Machine, 64-slice ComputedTomography, linear accelerator, X knife, ECT, DR, color Doppler ultrasonicdiagnosis system, which are in total worth more than 243 million Yuan.

The departments of Cardiology, Orthopaedics andGerontology have been recognized as key subjects at the provincial level, whilethe departments of Hepatobilliary Surgery, Laboratory Medicine, Hematology,Emergency, Orthopedics, Pediatrics and Neurology are acknowledged as leadingspecialist faculties at the provincial level. In addition, ten departments,including Neurology, Gastroenterology, Hematology, ENT, and HepatobilliarySurgery are categorized as professional groups of National Clinical Drug TrialInstitution. The hospital, in partnership with Xi'an Jiaotong University, has13 disciplines entitled to grant the master degree and one discipline entitledto grant the doctoral degree. The hospital has developed a group of newtechnologies and services like liver, kidney, and lung transplantation, bypassoperation of coronary artery, interventional therapy of cardiovasculardiseases, minimally invasive surgery and radiation therapy of tumor. It iscurrently undertaking several projects funded by the national &provincialnatural science foundations and social development foundations. In recentyears, it has been granted 16 scientific achievement awards of differentlevels.

First Affiliated Hospital of Medical School, Xi＇an Jiaotong University

Founded in 1956, the First Affiliated Hospital of Xi'anJiaotong University is the largest Level-3 Grade-A hospital in the northwestChina. The hospital has currently about 2,000 beds and 300 experts andprofessors, and has large medical equipment such as MRI, gamma knife, DSR, CT,double-photon linear accelerator, X knife, colored B-type ultrasonography,full-automatic biochemical analyzers, flow cytometry, heart monitor system,etc.. It is also equipped with technologies of endoscope and laparoscopeoperation, interventional therapy, blood purification, minimally invasivesurgery, and transplantation of liver, kidney, lung, bone, intestine, andheart. Patients only need to wait two hours before getting their blood testresults, much faster than before; and they can get their CT and MRI results onthe same day they have the test instead of having to wait until the next day.Inside the hospital area, patient-transporting vehicles are now available, andnumerous touch screens and price boards have been installed to provide patientswith clear and detailed information on their expenses at the hospital. Second Affiliated Hospital of Medical School, Xi’anJiaotong University

The Second Affiliated Hospital of Medical School, Xi’anJiaotong University is a modernized large comprehensive hospital under thejurisdiction of the Ministry of Health and the Ministry of Education. As the firstaffiliated hospital of medical school in northwest China, it was formerly knownas the Affiliated Hospital of Medical School of National Northwest AssociatedUniversity, which evolved from the Affiliated Hospital of Medical School ofBeiping University (currently known as the Peking University First Hospital).The hospital is equipped with such functions as medical service, teaching,scientific research and prevention &health care. Since its foundation 70years ago, the hospital has made great contribution to the medical developmentand people’s medical &health care services of our country. In 1994, it wasappraised as a Level-Three Grade-A hospital by the Ministry of Health. In 1995,it was awarded the honorable title of National Advanced Collective for PublicHealth Sectors by the Ministry of Personnel and the Ministry of Health.

The hospital’s subjectsof orthopedic surgery, general surgery, respiratory physicians andotolaryngology are the key medical subjects of Shaanxi province. Its subjectsof dermatology, gastroenterology, ophthalmology and urology are the majorsubjects of Shaanxi province. The subject of traditional Chinese medicaltreatment for kidney disease is the key subject of traditional Chinese medicineof Shaanxi province. The hospital also undertakes the teaching tasks for postdoctorates, doctors, masters, seven-year masters and five-year undergraduates.After the study in the hospital, over 100 doctors and masters, 30 seven-yearmasters and 140 five-year undergraduates graduate each year and go to work invarious regions in and out of the country. The hospital is also engaged in over10 national continuing education projects every year. At the end of 2006, therewere over 300 doctor candidates and master candidates, 213 seven-year mastercandidates and 83 five-year undergraduates studying in the hospital. Thehospital has become an important base of training advanced clinical and medicaltalents.

With regard to scientific research, the hospital receivesover 10 million Yuan scientific research funds every year, which include fundsfrom National Natural Science Fundation, funds for National 973 Program, fundsfor projects of the Tenth Five-Year Plan and funds of key development from theMinistry of Health. There are over 600 academic papers published each year,among which over 20 have been cited by SCI. More than 20 written or translatedacademic monographs have been published. In the recent 5 years, the hospitalhas been granted more than 30 provincial and national awards for science andtechnology advancement. Three magazines undertaken by the hospital, includingChinese Journal of Dermatovenereology, Chinese Journal of Child Health Care andChina Medical Abstracts (Dermatology) are published in China and overseas. Andthe former two magazines are categorized as national source journals and corejournals. As chief editors or members of the editorial board, many experts ofthe hospital participated in the compilation of textbooks for national highermedical schools, including Dermatology, Surgery, Otolaryngology-Head &NeckSurgery for five-year undergraduates, Physician and Surgery for seven-yearmasters, and Physicians for eight-year program students.

The hospital has carried out long-term close academicexchanges with developed foreign countries and regions. Each year, it receivesmore than ten groups of scholars from US, EU, Japan, Canada, Australia, HongKong, Macao and Taiwan. Xi’an Children’s Hospital

Xi’an Children’s Hospital is the largest children’shospital in northwest China and the only children’s hospital that have suchfunctions as medical and surgical care, education, scientific research,preventive health care, and rehabilitation in Xi’an and Shaanxi Province. Itwas formerly the Yan’an Hospital for Communist Party of China CentralCommittee, which was founded in 1939, and the current children’s hospital,having gone through periods of reform, formally started operation in September1, 1959 with the approval by the People’s Government of Shaanxi Province. In1997, it was appraised as a Level-3 Grade-A hospital by the Ministry of Healthand granted the honorable title of Municipal Model Unit. In May and December2005, the hospital was awarded the honorable titles of Model Unit of Xi’an andModel Unit of Shaanxi Province.

Located inside the Andingmen of Xi’an, the hospitalcovers a land area of 110.7 Mu (one mu equals to 1/6 acre), out of which 87.86Mu is used for the purpose of medical service. There are 16 clinic departments,9 out-patient clinics, and 10 medical inspection departments. It has a capacityof 800 beds, 562 of which are practically available. The average annual numberof outpatients amounts to over 450,000 and the number of inpatients over20,000.

The hospital is equipped with well-trained talents. Amongthe overall 851 staff members, there are 124 senior professionals, 235medium-level professionals and 735 professionals, which account for 86% of thestaff team. And there are 116 administrative and logistical workers, whichaccount for 14% of the staff team. A lot of pediatric experts of the hospitalare well-known in Shaanxi Province or even across the whole country. Thehospital has a sound structure of divisions. The Pediatric Physician Departmentis acknowledged as a key discipline at both the provincial and municipal level,and is subdivided into four divisions of Gastroenterology, Cardiovascular,Neonatology and Respiratory Medicine. The Department of Urology is alsorecognized as key discipline of the municipal level. In addition, the hospitalhas set up a number of training and research centers, such as Shaanxi ResearchInstitute of Paediatrics, Shaanxi Advanced Training Center for PaediatricDoctors, Shaanxi Prevention and Treatment Center for Children’s Asthma, andXi’an Rehabilitation Center for Children with a Disability. In December 2003,Shaanxi Children’s Medical Center was established at the hospital with theapproval by Shaanxi Provincial Department of Health, and the launching ceremonywas held on May 31, 2004. As for hardware conditions, the hospital hasincreased investment and introduced a lot of large and medium advanced medicalequipments over the years. At present, it owns a lot of advanced equipments,including the Philips INTEGRIS CV Digital Subtraction Radiography andAngiocarpy Opacification System (Dutch), the Siemens Spiral CT (Germany),Jostra Extracorporeal Circulation Machine (US), Philips ATL550 ColorDoppler-B-Scan System, Automatic Microbiological Assay Machine (France),Olympus Doscope System (Japand) and ASCEND Urodynamics Analysis System(Canada).

Currently the hospital is carrying out the constructionof a building for medical and commercial use on the 26 Mu land in front of thehospital gate. Upon the completion of this new project, the hospital willbecome a modern children’s hospital with more space, better layout and completefunctions, which in turn will greatly improve the demand conditions forchildren’s prevention, healthcare and treatment in Xi’an and the neighboringfive provinces in northwest China. All staff members of the Xi’an Children’sHospital are making great efforts to build the hospital into the bestchildren’s hospital in the west of China.

Stomatology Hospital of Xi’an Jiaotong University

Founded in 1985, the Stomatology Hospital of Xi’anJiaotong University was formerly the Stomatology Department of the SecondAffiliated Hospital of Xi’an Medical College. The hospital has undergonedevelopment of more than 50 years. In 1975, the Dental Medical Department wasestablished with the approval of the Ministry of Health in the hospital. In1991, the School of Stomatology was established. In 2000, the name was changedto the Stomatology Hospital of Xi’an Jiaotong University.

The Stomatology Hospital of Xi’an Jiaotong University isa specialized dental hospital under the direct jurisdiction of the Ministry ofHealth. The hospital undertakes such tasks as teaching, medical service,scientific research, prevention and health care. It is the teacher’s trainingcenter for the dental medical departments in northwest China, a continuingmedical education base of the Ministry of Health, the quality control center ofdental medical service of Shaanxi Province and the sponsoring unit of theSupervisory Body for the Prevention and Treatment of Dental Diseases of ShaanxiProvince. At present, the hospital has over 270 teacher and staff members,among which there are 46 professors and associate professors, 44 masters anddoctors, one doctoral supervisor and 20 graduate supervisors.

The hospital has reached the qualification of a Level-3Grade-A specialized hospital of Shaanxi Province. Equipped with 130 dentalchairs and 76 beds, the hospital has over 60 million Yuan worth of fixedassets. It comprises nine clinical departments, including Department of DentalBody and Pulp Diseases, Department of Periodontal and Mucosal Diseases,Department of Pediatric Dentistry, Department of Oral and MaxillofacialSurgery, Department of Oral Prosthesis, Department of Orthodontics, Departmentof Dental Disease Prevention, Department of Emergency and Intensive Care andDepartment of Dental Implant. The discipline of oral and maxillofacial surgeryof the hospital is the key discipline of Shaanxi Province. Several disciplinesof the hospital, including the Department of Dental Body and Pulp Diseases, theDepartment of Periodontal and Mucosal Diseases, the Department of PediatricDentistry and the Department of Oral Prosthesis are the preponderantdisciplines of Shaanxi Province. There are five assistant medical departments,including Department of Oral Radiology, Department of Pharmacy, Department ofPathology, Department of Clinical Laboratory and Technicians Center. Besidesthe treatment of common oral and dental diseases, the hospital also providesvarious other treatments and services, including reconstruction surgery of earand nose, maxillofacial plastic surgery, treatment of head and neck tumors,treatment of temporomandibular joint disorders, treatment of periodontaldiseases, treatment of mucosal disease, denture repair, treatment ofmaxillofacial deformities, denture implant and treatment of pediatric dentaldisease. The hospital will provide high-quality treatment and health careservice for patients with oral diseases.

The hospital has set up five teaching and research offices, including Office of Oral Medicine, Office of Oral and Maxillofacial Surgery, Office of Oral Prosthesis, Office of Orthodontics and Office of OralDisease Prevention, all of which enroll master candidates. The Office of Oraland Maxillofacial Surgery is one of the earliest units approved to startgraduate programs in China. The hospital undertakes teaching tasks of 18courses for undergraduates of Oral Medical Department and the course of OralScience for Clinical Medical Department. The hospital also undertakes teachingtasks for graduates, undergraduates, non-degree students and students ofcontinuing medical education. In recent year, the hospital has gained sixprovincial and ministry-level teaching achievements, three college-levelteaching achievements and eight college-level teaching reform projects.Moreover, it has published five monographs and six textbooks. The Oral Teachingand Laboratory Center of the hospital comprises several advanced laboratories,including the Laboratory of Head Phanotom, Laboratory of Dental Technician,Laboratory of Morphology and Image Laboratory of Oral and MaxillofacialSurgery. These laboratories serve as a significant platform for the teachingand practices of the undergraduates and graduates.

In recent year, the hospital has undertaken over 60 projects, including the projects of the National Natural Science Foundation,those of 863 Plan, provincial and ministry level projects and municipalprojects. It has invested more than 5 million Yuan to build an Oral MedicalResearch Center for the purpose of engaging in research of basic oral medicineand clinical medicine application. With the establishment of a well-equippedplatform for molecular cell biology research, the Center is able to conductresearches on animal experiment, cell culture, protein and macromoleculenucleic acid.

The hospital pays great attention to promote academic exchange and cooperation with colleges, research institutes and medicalinstitutions at home and overseas. In recent years, it has established cooperation relationships with a lot of academic associations and medical institutionsin the US, Japan, Norway and Hong Kong.
